Deputy Director Timothy "Dum-Dum" Dugan stepped out the Director’s office twirling his bowler hat in his hands. Twenty minutes ago S.H.I.E.L.D. lost contact with the Peak, S.W.O.R.D.’s orbital space station during the routine broadcast of the space station activities. The Helicarrier’s command center was able to track the location of the Peak in real time while S.W.O.R.D attempted to restore communication. Communication was successfully re-established ten minutes later as S.H.I.E.L.D waits for reports to confirm that the problem has been corrected. Apparently one of their relay systems aboard the space station malfunctioned. The status of the space station and crew, the systems is fine and the crew is well and awaiting further instructions.
As Deputy Director it was Dugan’s duty to monitor the day-to-day operations of all agencies including the Sentient World Observation and Response Department. It was his responsibility to oversee the implementation of plans and policies necessary to carry out S.H.I.E.L.D missions which is difficult to accomplish when the Sentient World Observation and Response Department is experiencing a system failure.
Dugan made his way through the corridors down to the flight deck where a team of S.H.I.E.L.D Agents awaited him to accompany the new SW.O.R.D recruits to the space station. Since he already had security clearance, Dugan assignment was to investigate the cause of the communication failure and assess S.W.O.R.D situation. He was confident in special agent Abigail Brand ability to command S.W.O.R.D. There was nothing that Brand couldn’t handle on her own but there was a protocol in place for a reason and even she had to follow the proper procedure. Those were the orders directly from the director which he would follow to the letter.
